BOARD POLICY ON PAYMENT FOR VETERAN SERVICE
Members of the Lawrence Retirement System (“System”) who file the application required no later than 180 days from the date they receive written notification from the Board shall be eligible to purchase veteran service consistent with the provisions of M.G.L. c. 32 §§ 4(1)(h). Members may purchase the maximum amount allowed or less if they so choose. Members may accomplish the purchase of veteran’s service, by remitting to the Board the amount due, in a lump-sum or by entering into an installment plan other than payroll deductions. Members that have filed their applications within the 180 required days can purchase this service at any time, prior to retirement. No interest is charged. Only new members that apply after receiving notification along with individuals who are current members that have filed their applications consistent with the provisions of M.G.L. c. 32 §§ 4(1)(h) will now fall under this policy prospectively.

There will be an election for the Second Elected Member to the LAWRENCE RETIREMENT BOARD. Elected Member will serve a 3 year term commencing October 15, 2021. In order to be eligible to run for candidacy, you must be either an active or retired member of the Lawrence Retirement System. If interested, Nomination papers are available beginning July 8th, 2021 at the Retirement Office located at 354 MERRIMACK STREET –3rd Floor, Entry C, LAWRENCE. Anyone wishing to run for the upcoming board member position must return the nomination papers containing signatures and addresses of at least twenty (20) Active Members or Retirees of the Lawrence Retirement System. Nomination papers must be returned prior to NOON on Friday, August 27th, 2021. The election will be conducted by mail. Ballots will be mailed to every active/inactive and retired member once candidates are determined and must be returned to the Retirement Office, BY MAIL ONLY, prior to the last mail delivery on Monday, October 11th, 2021. Tabulation of Ballots will be conducted Tuesday, October 12th, 2021 in the Retirement Office, beginning at 9:30 a.m.

Health Insurance rates for the GLTHS will increase effective your December 2020 check.
Retiree 1099-R's - Please note if you became age 59 1/2 during 2018
Due to the IRS Private Letter Ruling and Determination Letter, superannuation (non disability) retirees who turned 59 1/2 during a calendar year will recieve 2 forms 1099-R for that calendar year. One will be created with a distribution code 2 (under age 59 1/2) one with a distribution code 7 (over age 59 1/2). All subsequent years your 1099R will be coded 7.
ALSO Please note, IRS ruling on Accidental Disibility Survivors Section 101 - Effective 2015, you will not recieve a form 1099-R unless you had income tax withholdings. Your pension is now defined as NON TAXABLE.

The Group Insurance Commission Annual Enrollment
- Completed Annual Enrollment forms are due to the GIC Benefits Coordinator (Johanny DeSoto)(978 620-3065) , by June 1st, 2021: Changes go into effect July 1, 2021.
- Employees can enroll in coverage for the first time at Annual Enrollment or within 60 days of a documented qualifying event. Qualifying events include marriage, birth/adoption of a child, involuntary loss of other coverage, spouse’s Annual Enrollment or return from an approved FMLA or maternity leave. New hires may enroll in coverage during their first ten days of employment and also during Annual Enrollment.
- Once you choose health care coverage, you cannot change products until the next Annual Enrollment period which will be in April - May. Even if your doctor or hospital leaves the health insurance product, unless you have an eligible qualifying status change, you must remain enrolled in your selected plan until the next Annual Enrollment. You can find a list of qualifying status changes on the GIC’s Annual Enrollment website.
- Doctors and hospitals within a carrier’s network can change during the year, usually because of a health carrier and provider contract issue, practice mergers, retirement or relocation. If your doctor is no longer available, your health insurance carrier will help you find a new one.
- When checking provider coverage and tiers, be sure to specify the health insurance product’s full name, such as “Tufts Health Plan Spirit” or “Tufts Health Plan Navigator,” and not just “Tufts Health Plan.” The health insurance carrier is your best source for this information.
Post-Retirement Work in the Public Sector and COVID-19
Pursuant to legislation recently passed (Chapter 53 of the Acts of 2020), superannuation retirees (disability retirees are excluded from the legislation) working in the public sector will be subject to a different hours/earnings calculation for CY 2020. Specifically, hours and earnings that occur during the current State of Emergency as defined in the Governor’s Executive Order of March 10, 2020 will not be included in the retiree’s earnings limitations for CY 2020. Please note that this work need not be directly related to the coronavirus; the law covers any hours/earnings from the emergency period. So, for example, if the State Emergency lasts 3 months, the hours and earnings from this period will not be included in the 2020 limitations, you would only look at the hours and earnings from the other 9 months. PERAC will publish guidance to boards and municipalities providing the law’s text and further detail.

Please remember that the Altus Dental insurance is not through the GIC. Altus Dental benefits are independent of GIC through the City of Lawrence changes are due prior to May 1, 2021.

Although we try to update our website frequently, as a courtesy to our retirees, we may not have the most up to date insurance information. IMPORTANT HEALTH INSURANCE INFORMATION** If you are eligible to enroll in Medicare Part B, you must do so immediately. Any questions can be directed to the benefits department at 978 620-3065. If you do not enroll, the Group Insurance Commission may deny membership in their plan.
** There are significant changes in the retirement laws for those who become members of a Retirement System on or after April 2, 2012.
** Please note: If you refund (withdraw) your account and return to service after April 2, 2012, you will fall under the new guidelines.
