BOARD POLICY ON PAYMENT FOR VETERAN SERVICE * NEW 2021
Members of the Lawrence Retirement System (“System”) who file the application required no later than 180 days from the date they receive written notification from the Board shall be eligible to purchase veteran service consistent with the provisions of M.G.L. c. 32 §§ 4(1)(h). Members may purchase the maximum amount allowed or less if they so choose. Members may accomplish the purchase of veteran’s service, by remitting to the Board the amount due, in a lump-sum or by entering into an installment plan other than payroll deductions. Members that have filed their applications within the 180 required days can purchase this service at any time, prior to retirement. No interest is charged. Only new members that apply after receiving notification along with individuals who are current members that have filed their applications consistent with the provisions of M.G.L. c. 32 §§ 4(1)(h) will now fall under this policy prospectively.

Health Insurance rates for the GLTHS will increase effective your December 2020 check.
Retiree 1099-R's - Please note if you became age 59 1/2 during 2018
Due to the IRS Private Letter Ruling and Determination Letter, superannuation (non disability) retirees who turned 59 1/2 during a calendar year will recieve 2 forms 1099-R for that calendar year. One will be created with a distribution code 2 (under age 59 1/2) one with a distribution code 7 (over age 59 1/2). All subsequent years your 1099R will be coded 7.
ALSO Please note, IRS ruling on Accidental Disibility Survivors Section 101 - Effective 2015, you will not recieve a form 1099-R unless you had income tax withholdings. Your pension is now defined as NON TAXABLE.

The Group Insurance Commission Annual Enrollment - Below is from the City of Lawrence Benefits office - *NEW 2021
Annual enrollment is your once-a-year opportunity to change your health plan or coverage election. This year’s Annual Enrollment: April 7 - May 5, 2021 - Benefits and new rates are effective for July 1, 2021.
Hope all is well.
FY 2022 Annual Open Enrollment for health insurance and dental insurance begins anew on April 8, 2021 and will continue through May 5, 2021. The Group Insurance Commission offers you the opportunity to review your benefit options and enroll in or change your coverage until May 5, 2021. If you have, and want to keep, your current benefits and not change anything of your health plans or dental plan, you do not need to complete any forms, as your coverage will continue automatically.
Any changes that you may make during this time, as well as the new rates for all plans, are to take effect for July 1, 2021. Premium rates are deducted one month prior for effect. The benefits decision guide is enclosed as a link (below). All benefits fairs across the Commonwealth are cancelled due to the COVID-19 situation.
Please visit the below link as this year's enrollment can be completed online, (through email link) without having to come into City Hall. As you all know, City Hall is by appointments due to the COVID-19 situation. If you wish to complete a hard copy form, then you must mail your completed form to Personnel Benefits Coordinator, 200 Common Street, Room 303, Lawrence, MA 01841 or bring it into Room 303 at City Hall. We'd prefer you utilized the online change format as it is easier, quicker and most reliable. FY22 health insurance rates for city employees are attached. All forms must arrive on or before May 5, 2021
Additionally, the Altus Dental Summary and enrollment form are attached. These forms must be received directly to the Personnel Benefits Coordinator by May 5, 2020. Please complete, sign and return either via email, by appointment, or by US mail to City of Lawrence Personnel Department, 200 Common Street, Room 303, Lawrence, MA. 01841. All forms must arrive on or before May 5, 2021.
Failure to return any of the forms by the respective deadline date will prevent you (and/or your family) from having health insurance with the Commonwealth Group Insurance Commission and/or dental insurance with Altus Dental.
We will continuously be providing updates, news, and reminders along the way up to May 5th. In the meantime here is what is new in FY22 —
· (Health Insurance) - Three no-cost behavioral health telehealth visits per member – Starting on July 1, 2021, for all non-Medicare health plans, each covered member will be eligible for three no-copay in-network behavioral health telehealth visits per year. This includes behavioral telehealth care you receive from a traditional provider.
· (Pharmacy Benefits) - COVID-19 vaccines are covered under Express Scripts.
GO DIGITAL!!! If GIC has your email address you may use myGICLink to access enrollment forms to make Annual Enrollment changes. Go to bit.ly/mygiclink. Enter your email address and DOB. Choose your GIC form(s). Select Request
Check your email for the requested form(s). Follow instructions for completion. Select Submit. Watch your email for confirmation of receipt
I have included; the Benefits Guide to allow you to review the health plans, Dental Summary page for review of the Altus dental plan, July 1st health and dental rates (GIC rates have increased while Altus Dental have remain the same as FY21). I have also attached the enrollment form for GIC and Altus Dental, along with a list of required documents for new enrollees or new family enrollees.
Life Insurance, long term benefits and other benefits associated with sponsored agencies will also be on open enrollment period. Colonial, Aflac, NYLife, etc.

The group insurance website is the best resourse for updates on your health insurance. Health insurance is a City of Lawrence Benefit. Although we try to update our website frequently, as a courtesy to our retirees, we may not have the most up to date insurance information. IMPORTANT HEALTH INSURANCE INFORMATION** If you are eligible to enroll in Medicare Part B, you must do so immediately. Any questions can be directed to the benefits department at 978 620-3065. If you do not enroll, the Group Insurance Commission may deny membership in their plan.
Post-Retirement Work in the Public Sector and COVID-19 - NEW 2021
Pursuant to legislation recently passed (Chapter 53 of the Acts of 2020), superannuation retirees (disability retirees are excluded from the legislation) working in the public sector will be subject to a different hours/earnings calculation for CY 2020. Specifically, hours and earnings that occur during the current State of Emergency as defined in the Governor’s Executive Order of March 10, 2020 will not be included in the retiree’s earnings limitations for CY 2020. Please note that this work need not be directly related to the coronavirus; the law covers any hours/earnings from the emergency period. So, for example, if the State Emergency lasts 3 months, the hours and earnings from this period will not be included in the 2020 limitations, you would only look at the hours and earnings from the other 9 months. PERAC will publish guidance to boards and municipalities providing the law’s text and further detail.
** There are significant changes in the retirement laws for those who become members of a Retirement System on or after April 2, 2012.
** Please note: If you refund (withdraw) your account and return to service after April 2, 2012, you will fall under the new guidelines.
